Dr Fall is a partner in Fall Partners. He advises on commercial matters, with a focus on Maritime Law, Governance, Energy and Natural Resources Law and Public-Private Partnerships. He is a Titulary Member of the Comité Maritime International and President of the Senegalese Maritime Lawyers Association. Named in Financial Afrik as one of the 100 economic and financial influencers in Africa in 2014, Dr. Fall has practised in Senegal and France as well as being Principal Legal Counsel of the African Development Bank for 10 years and 3 years on the Board of the African Legal Support Facility. He worked with the Stolen Asset Recovery Initiative and provided the government of Tunisia with the legal assistance in tracing and recovering stolen assets by former President Ben Ali’s regime. Dr Fall earned his post-graduate qualifications in France and the United States. His PhD thesis, “Fraudulent Practices in International Maritime Trade,” examined fraud committed through forged commercial documents such as charter parties and bills of lading. Dr Fall is active in lecturing, including being a trainer for the United Nations Institute for Training and Research (UNITAR) since 2002.
